Aviation Technical Systems Specialist

This incumbent will serve as an Environmental Compliance Verification Specialist in the Central Service Center, Quality Control Group, Technical Evaluations Team.Performs multiple, varying and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced technical specialist. Acts as a principal technical specialist or as a project manager or team leader for large work activities. Independently evaluates operational safety risk in Technical Operations facilities within the Service Area as directed by the Technical Operations Director or ATO Safety.Applies experience and comprehensive technical knowledge of the NAS applicable to his/her discipline, as well as an understanding of new technologies and methodologies, to solve complex problems and develop improved technical processes or systems. Identifies trends in facility maintenance, logging and operational impacts caused by Technical Operations maintained facilities. Assignments frequently require knowledge and experience working across functional and/or organizational lines. Typical assignments may include:
Utilizing the Compliance Verification Tool when conducting External Compliance Verifications for Technical Operations in accordance with the current ATO Quality Assurance and Quality Control Orders; Preparing reports, findings and analysis of facts and recommending changes in work methods, procedures, logging, and actions to improve employee performance; Participating in accident/incident investigations as assigned by manager; Providing comprehensive information as required for litigation support.Defines, organizes and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules. Contacts are internal and external. Often represents FAA as a senior technical point of contact on projects, programs and other work activities. Communicates results to all levels internally (within an LOB/SO or across LOB's/SO's) and externally draws on experience to solve unusual problems and may create new solutions and policy interpretations, as the situation requires.Provides policy guidance and instruction to others, both internally and externally. Utilizes Tech Ops specific programs such as:
Tech Net, Remote Maintenance Logging System, lessons learned, maintenance alerts, National Airspace Performance Reporting System, etc. Collaborates with Air Traffic Safety Specialist during accident and incident reviews, Service Rendered Telecons and during investigations which affect Air Traffic Service Units. Collaborates with Technical Operations leadership or designee with Services Rendered Telecon (SRT), Systems Service Reviews (SSR), Systemic Issue Review (SYSIR), and Corrective Action Plans (CAPs). Position responsibilities include the use and application of Comprehensive Electronic Data Analysis and Reporting (CEDAR).Provides guidance to lower-level staff on how to solve difficult technical issues. Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist. Provides technical knowledge to facilities and management for accident and incident reporting. Provides technical assistance during regulatory inspections of Quality Control Processes within the Service Area. Coordinates with other technical experts to discuss findings and assure that the total system requirements are considered and differences in policy application are resolved.Work is reviewed rarely, typically through status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity. Candidates must have one year (52 weeks) of specialized experience equivalent to the next lower level (FV-I or FG/GS-13) that is typically in or related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform in this position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.SPECIALIZED EXPERIENCE may include, but is not limited to:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
