Procurement Analyst

Conducts and/or coordinates preaward and postaward procurement reviews and identifies to director areas that acquisition training is needed. Develops and conducts supplemental contract training for regional activities as required. Coordinate and facilitate training and process improvements identified by Legal Counsel, senior management, and Competition Advocate. Prepares the regional acquisition meetings, as delegated. Assists in the review of program activities to identify problems and recommends corrective measures or alternative approaches for implementation by regional and/or Central Office management officials. Conducts program and acquisition reviews within regional office and field locations to ensure organizational and operational standardization, adherence to policy, regulations and operating instructions. Works acquisition datacalls such as yearly Competition Advocate report, etc., as necessary. Serves as the administrator and focal point for the external acquisition databases (CPARS, Fedbizopps, R7 Workflow, Quick Library, FPDS, etc.) Maintains electronic records and databases. Monitors acquisition quality indicators and division performance measures and results. Works with employees to improve results. Serves as a procurement/policy adviser to other senior contracting officers and contract specialists on complex projects, policies, issues, etc. Mentors new contract specialists as necessary. The GS-13 salary range starts at $98,336 per year.If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience for the GS-13 is one year of experience equivalent to the GS-12 in the Federal Service. Specialized experience for the GS-13 is contracting procurement experience and must have included:
interpreting laws, regulations, principles and policies to generate new procurement concepts; and providing expert technical leadership, staff coordination and consultation in a functional area of procurement You must meet the requirements in 1, 2, or 3 below:
All of the following:
(a) Completion of Training listed in Level I & II of FAC-C Course Requirements; or FAC-C Level II or III, or a DAWIA level II or III certification. If your certification is over 2 years old, 80 hours of Continuous Learning Points are required to maintain certification. (b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exception:
If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3. Waiver:

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
