Management and Program Analyst

Incumbent serves as a management and program analyst for an organizational entity of the Federal Aviation Administration (FAA). Provides a wide range of administrative and analytical duties in the conduct of projects and studies of substantive functions to improve the overall work operations of the organization assigned.Assignments cover one or more of the following functional areas:
program planning, execution and control (i.e., program/system planning and evaluation, program performance measurement); management improvement and control (i.e., quality management, organizational planning and development, staffing utilization, productivity, work improvement and work methods, work measurement and staffing standards development, delegation of authority, goals and objectives, and records and information management); and business management.Develops procedures, systems, and methods on a variety of management functions and activities in one or more of the following areas - organizational planning and development, staffing utilization, productivity, work improvement and work methods, work measurement and staffing standards development, delegation of authority, goals and objectives, business management, financial tracking and/or information management.Plans, schedules and conducts analyses/studies of proposed program plans for accomplishing program activities. Determines from a programmatic perspective the viability, consistency and accuracy of plans and projections and conducts reviews to determine resource levels required to accomplish programs in a sound and efficient manner.Provides supporting rationale on the establishment or clarification of objectives. Ensures that plans are consistent with program guidance. Analyzes plans for programs under the organization's cognizance and recommends changes, as necessary, to ensure that comprehensive plans are kept current and reflect policies, priorities, goals and objectives of the organization.Conducts analyses in the review and evaluation of program activities. These analyses are conducted to ensure proper program integration and conformance to policy, completeness, and adequacy of operations in meeting goals and objectives. Prepares recommendations based on such reviews, and discusses recommended courses of action with program managers to resolve major problem areas. These recommendations include but are not limited to financial, programmatic interfaces, and impact of not meeting goals and objectives.Reviews and analyzes draft regulations, manual chapters and directives referred to the group for comment. Based on this analysis, refers proposed issuance to appropriate group for review; and collects and integrates the various responses. Establishes and maintains a tracking system to assure that all draft issuances are reviewed, consolidated, and comments submitted in a timely manner.Performs other duties as assigned. Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-G or FG/GS-11) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.Specialized experience may include but not limited to:
Demonstrating accomplishment of evaluative and analytical methods to identify and measure accomplishments and progress, revise methods and develop new approaches to information gathering.Special Note Concerning Knowledge, Skills and Abilities (KSAs):

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
