Management and Program Analyst (Training Specialist)

The incumbent assists with coordination of technical and non-technical training programs for Engineering Services. Performs multiple and varying assignments under the limited direction of a manager, project/program manager, team leader, or more experienced professional.Applies experience and advanced knowledge applicable to his/her discipline to plan and accomplish assignments. He/she identifies and analyzes training needs and translate them into training opportunities to be coordinated by the Resource Management Group for all technical and non-technical training programs. He/she identifies, analyzes, and recommends solutions for complex/difficult problems and recommends improvements and action plans.Demonstrates considerable independence in planning time and using assigned resources to accomplish program activities. Established policies/procedures provide guidance for most assignments, but allow considerable discretion for employee to select the most appropriate approach(es) or recommend new approaches. Conduct studies to identify trends and improvements to the training program.Contacts typically are internal and external, with regular contacts among major subdivisions and LOB's/SO's, customers, and other external parties to share information about the FAA and explain the applications of policies and procedures. Assists with coordinating and facilitating new hire orientation and on boarding training for all new hires. Assists employees in mapping out training and development plans.He/she analyzes and evaluates job content to determine training needs, conducts training needs assessments and evaluates courses prepared by vendors and internal organizations. Tracks, manages and reports on training needs from eLMS and RIT on recurring training and/or expiring training. Assists in managing quota with Army Corps of Engineers, EOSH trainings, and any other out of agency training.The analyst collects and analyzes data in order to prepare factual information, project papers, briefings and training reports to management. Candidates must have one year (52 weeks) of specialized experience equivalent to the next lower level (FV-G, FG/GS-10/11) that is typically in or related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform in this position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.Specialized experience is defined as, but not limited to collecting and analyzing data to prepare training reports. Experience tracking and analyzing data to ensure compliance with policies and procedures.Eligible applicants meeting the minimum qualification requirements and selective factor(s), if applicable, may be further evaluated on the KSAs listed in the announcement. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
