Contract Cost Price Analyst

We are currently filling one vacancy, but additional vacancies may be filled from this announcement as needed for other GSA organizations. The incumbent will serve as a Contract Cost Price Analyst within the Acquisition Operations Division, and will perform the following duties:
Serving as a senior contract price/cost analyst in an acquisition office with responsibilities for analyzing, evaluating and participating in negotiations of contracts, proposals and other pricing and financial matters. Developing new or innovative incentive arrangements which provide incentives for technical performance, schedule, or both, and develops formulas for fee based on relationship of allowable costs to target costs. Evaluating the reasonableness of contractor's proposed prices through cost and price analysis by using accounting and auditing data, forecasting techniques, learning curves, and regression analysis and recommends pricing objectives to the contract specialist. Reviewing, analyzing, and evaluating cost or pricing data contained in proposals to determine reasonableness of all elements of cost. Serving as the advisor to Senior Contracting Officer, Senior Management or when necessary serves as senior price negotiator to contracting teams and acquisition review boards or committees. You must meet the requirements in 1, 2, or 3 below:
All of the following:
(a) Completion of Training listed in Level I & II of FAC-C Course Requirements; or FAC-C Level II or III, or a DAWIA level II or III certification. If your certification is over 2 years old, 80 hours of Continuous Learning Points are required to maintain certification. (b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exception:
If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3. Waiver:
GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Specialized Experience Requirement:
In addition to the basic requirement above, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is defined as experience using complex contract cost/price analysis principles and procedures to analyze and evaluate the cost elements on contracts, developing complex pricing arrangements and incentives. Experience must include statistical, economical, financial, and accounting analysis and experience in contract negotiation and price analysis.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
