EQUIPMENT SPECIALIST (AIRFRAME)
This position is Emergency-Essential (E-E). The incumbent of this position must meet all requirements of E-E positions and may be required as a condition of employment to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. In the event of a crisis situation, the incumbent or designated alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent, or the designated alternate, be removed from any recall status.
Qualifications:
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Equipment Services Series, 1670. SPECIALIZED
Experience:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes providing complete and timely worldwide technical support for electrical/electro-mechanical or aircraft electrical components; or airframe/airframe equipment, miscellaneous aircraft accessories/components, powered and non-powered hydraulic flight control components, valves, pumps, fuel system and components. Knowledge of a comprehensive range of maintenance concepts, principles, and practices related to the systems/equipment on the attached equipment list, including those that have complex technical requirements and require extensive specialized training and experience. Specialized practical and theoretical knowledge of assigned systems/equipment for application to difficult and complex situations and problems that have no clear precedent in order to oversee and implement a program involving the identification and resolution of difficult issues or problems such as determining systems/equipment deficiencies and appropriate resolutions. OR EDUCATION:
I have a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major study in the manufacture, repair or maintenance of equipment. This education demonstrates the knowledge, skills, and abilities to successfully perform the duties of an Equipment Specialist (Airframe) and is related to the duties of this position. NOTE:

Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE:
Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

1. Knowledge of a wide range of maintenance concepts, principles, and practices of specific systems/equipment listed on the attached equipment list. 2. Knowledge of required security and safety regulations, practices, and procedures. 3. Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and maintenance technicians; and developing interpersonal relationships, maintaining good working relationships, and working cooperatively as a member of a team. 4. Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data; and, identifying and analyzing complex technical problems and developing innovative solutions. 5. Ability to plan, organize, and reprioritize work to meet changing deadlines. 6. Ability to develop and conduct training to ensure proper maintenance of assigned systems/equipment; and communicate well, both orally and in writing. PART-TIME OR UNPAID
