Contract Specialist

Major duties include, but are not limited to the following:
Responsible for Multiple Award Schedule (MAS) contracting within GSAC, all pre-award, award and post-award functions for assigned MAS acquisitions and for the review and signatory actions needed for non-warranted Contract Specialists. Prepares, recommends, and conducts acquisitions, following all applicable laws, Comptroller General Decisions, the Federal Acquisition Regulation (FAR) and GSA Regulations (GSAR). Serves as lead negotiator. Conducts pre-award financial review and analysis of MAS proposals. Works with the Office of Small Business Utilization to review, approve, and sign Subcontracting Plans submitted. Awards the contract. Performs cost and price analysis. May prepare and plan negotiation strategies and lead negotiations for complex, high dollar value MAS contracts. Performs contract administration on complex, high dollar value- acquisitions and established contracts. Determines appropriate actions to take when contractor's performance is not in accordance with contract requirements. Where applicable, terminates assigned contracts, partially or in total for the convenience of the Government or for default. Serves as a business advisor and trainer to provide sound contractual advice and assistance to Government agencies, program offices, authorized users, and other team members. Acts as the MAS technical advisor to Government program officials and team members. Represents GSA and the Federal Acquisition Service to outside agencies and conferences, with industry and trade associations as a MAS expert for acquisitions. Assists the supervisor in providing acquisition training and guidance to other members of the team. Serves as the Section Chief in the absence of the supervisor. Reviews and signs as Contracting Officer on their own work and reviews work of other Contract Specialists and signs contractual documents on behalf of the non-warranted Contract Specialists. Works with marketing personnel in performing market based research. Provides detailed financial and business analysis for contract actions and internal processes. This includes review and comment as to financial responsibility of a contractor or offeror, systems automation and integration for business processes, and analytics data compilation for management review and business decision-making. The GS-13 salary range starts at $98,336 per year. To qualify, you must meet the training, experience, and educational requirements listed below. Equivalent combinations of educationand experience are qualifying for all grade levels for which both education and experience are acceptable. Graduate Education. Toqualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields isrequired:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitativemethods, or organization and management.1102 Qualifications GS-13 & above:
You must meet the requirements in 1, 2, or 3 below:
All of the following:
(a) Completion of Training listed in Level I & II of FAC-C Course Requirements; or FAC-C Level II or III, or a DAWIA level II or III certification. If your certification is over 2 years old, 80 hours of Continuous Learning Points are required to maintain certification. (b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exception:
If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3. Waiver:
GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Specialized experience is is progressively responsible experience in performing the full range of pre-award and/or post award activities utilizing various types of contracts such as fixed price, various cost types, requirements, performance based and multiple award schedules) and evidence of professional potential, business acumen, and drive for results, relationship building, and self-motivation in order to procure a variety of complex or specialized products and/or services; OR experience requiring sufficient knowledge of contracting regulations, policies, and procedures and an organization's program and technical requirements in order to conduct reviews of contracts or contracting actions, recommend or plan improvements to an organization's procurement program.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
