This position is located in the Central Service Center, Air Traffic Organization (ATO), Southwest Regional Office.Serves as the Strategic Integration Communication Manager to the Director, Central Service Center and is a recognized subject matter expert in a specialized area and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. Incumbent is assigned duties by the Director and is subject to their administrative policy. Assignments involve a variety of complex, technically independent, and interdependent issues.Applies experience and expert knowledge that are applicable to his or her discipline to conduct functional activities for projects/programs that often require the development of new and innovative approaches. Develops and manages strategic integration communication efforts to align the service centers with the strategic objectives of Mission Support Services. Keeps the Director informed on communications internal to the Service Centers and external to customers and stakeholders.Evaluates communications from multiple sources to resolve conflicts and to differentiate between actual and required user needs, while effectively communicating with internal teams and external organizations to deliver strategic approaches. Uses high-level problem solving techniques that may involve data or systems analysis to determine causal factors to identify and propose solutions. Work reviewed only at completion for success in achieving planned results. Communicates with internal and external Lines of Business (LOB).Applies knowledge of FAA's policies and objectives to identify, define, and organize resources for large projects/programs/work activities. Acquires and allocates resources to accomplish activities within established schedules and budgetary requirements.Contacts are internal and external. Often represents the major subdivision and LOB/SO as a principal point of contact to provide advice and guidance on the applications of policies and procedures. Provides advice, council, and execution of format and mediums of communications to multi levels of the organization. Serves as focal point for Service Center Director communication. Maintains continuity and relationships with other Service Area offices to enhance horizontal communication for the Director.Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches. Serves as a subject matter expert (SME) for planning and implementation of communication initiatives. Assists in defining initiative scope, goals and deliverables, defining tasks and required resources. Documents, tracks, reports on connectivity to customers and other service providers. Monitors the execution of the strategy, communication initiatives and other organizational objectives.Develops new and innovative approaches, methodologies, and techniques to define and direct challenging communication techniques.Provides expert guidance and instruction both internally and externally to address diverse, complex issues which often cross multiple projects, programs, and/or functional areas. Develops and recommends approaches to address current and anticipated problems and issues. Has detailed knowledge of the interrelationships and the functional responsibilities of all major operational organizations. Must have the skill to apply this knowledge and be able to effectively maneuver through complex political situations.Work typically is reviewed only at completion for success in achieving planned results. Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or other work activities. Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to the next lower level (FV-I, FG/GS-13) that is typically in or related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform in this position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.Specialized experience may include but not limited to:
Experience and applied knowledge of the substantive nature of agency programs and activities:
agency missions, policies, and objectives; management principles and processes; Experience coaching, leading diverse groups of employees, and resolving complex problems or issues; Demonstrated possession of strong skills in application of fact-finding and investigative techniques, communications and development of presentations; Experience working across organization lines to manage program and/or projects. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
