Lead Contract Specialist

Major duties include, but are not limited to the following:
Serves as a center of expertise for the procurement program, providing key input to policy development and/or implementation plans and executes major technical and/or administrative specialized programs, requiring extended training and experience, which has demonstrated leadership and unusual attainments in research, practice, or administration. Serves as a contracting officer under the authority delegated in the Delegations of Authority Manual and other official delegations. Reviews the procurement actions of subordinates for compliance with the procurement policies and set forth in the Federal Procurement Regulations, the Federal Property Management Regulations, and other applicable policy documents. Operates as a team leader with General Services Administration, Federal Acquisition Service, Region 7. In this capacity, the employee serves as an expert contract specialist and team leader, personally handling the most advanced projects. Provides strategic direction for the team, leading and mentoring team members. Leads a group of other Contract Specialists engaged in the substantive work of the Center, providing strategic direction and coordinating the efforts of a team of Contract Specialists. Provides acquisition planning and advice/assistance, as required, to ensure that proposed service enhancements are within the scope of the contracts or that specifications are developed in a format suitable for competitive solicitation. Serves as a primary agency contact for key programmatic decisions in the acquisition area related to R7 Assisted Acquisition Services (AAS). Provides critical analysis of pressing issues and required policy recommendations to management officials in formulating decisions regarding changing responsibilities or business needs, as well as in the design/development and evaluation of the ongoing and/or new program issues. The GS-14 salary range starts at $116,203 per year. 1102 Qualifications GS-13 & above:
You must meet the requirements in 1, 2, or 3 below:
All of the following:
(a) Completion of Training listed in Level I & II of FAC-C Course Requirements; or FAC-C Level II or III, or a DAWIA level II or III certification. If your certification is over 2 years old, 80 hours of Continuous Learning Points are required to maintain certification. (b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exception:
If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3. Waiver:
GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Specialized experience is one year of experience equivalent to the GS-13 in the Federal service. Specialized experience is experience in evaluating or implementing contracting programs; or leading or supervising contracting professionals providing contracting services for the acquisition of telecommunications and/or information technology equipment, services, or commodities or similar types of specialized equipment, services, or commodities; or experience in performing the full range of pre-award and post award activities for the acquisition of telecommunications or information technology equipment, services, or commodities or similar types of specialized equipment, services, or commodities.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
