Airway Transportation Systems Specialist (NAS Operations Manager - NOM)

As a NAS Operations Manager (NOM) in the Service Operations Center (SOC), performs variety of highly complex functions directly relating to the operation of the NAS. Coordinates with multiple air traffic and external entities to shut down and restore facilities, systems, and services to prevent activities from disrupting air traffic operations. Serves as subject matter expert in operational risk management process to proactively manage activities that could result in operational consequences.As the NAS Operations Manager (NOM), performs a variety of functions directly relating to the operation of the NAS. As the recognized technical authority for their primary system(s) area(s), incumbents develop methods of enhancing the efficiency of the NAS. The work requires the application and knowledge of relationships with other functional areas and operational programs. Decisions and recommendations determine the operation of systems and services involving major segments of the NAS, such as extensive geographical regions and/or nationwide operations. Initiates action for the timely repair or restoration of services and systems, taking into account the availability of back-up systems, possible reconfigurations to minimize service interruptions, and the relative criticality of particular functions to the safe and efficient operations of the NAS. Directs work for the timely restoration of services and systems throughout the area of geographic responsibility of the position. Develops solutions to resolve unprecedented situations adversely affecting critical components of the NAS through modification/application of existing or emerging technologies. Coordinates, evaluates, and implements changes to NAS systems and services. Coordinates FAA and contractor activities to ensure interface compatibility in the development, procurement, and installation of modifications and enhancements.Performs work providing agency-wide leadership for highly complex and challenging technical activities. Establishes and manages program goals and objectives; formulates project plans and presents them to upper management. Develops, interprets, recommends changes, and has broad discretion to ensure compliance with organizational objectives and policies. Identifies, procures, distributes and tracks resources needed to accomplish large work activities. Monitors and evaluates trend data on a nationwide basis to develop workable solutions for sustaining the NAS. Works with customers at high organization levels both inside and outside the FAA to resolve complex issues to ensure the integrity of NAS. Represents the FAA as a senior technical authority for major agency activities, emerging technologies and customer concerns. Coordinates with multiple air traffic entities to shut down and restore facilities, systems, and services to prevent activities from disrupting air traffic operations. Maintains the highest degree of technical knowledge on integrated systems within a broad area of expertise. Keeps abreast of changes in technology and the new systems coming online. Provides recommendations to senior level managers for enhancement of systems and air traffic operations. There is no time frame requirement at the Level IV/FV-I to compete.Candidates must show experience at the level of difficulty and responsibility that is appropriate to the position.Experience that demonstrates an extensive knowledge of, and experience in, technology system interrelationships within the National Airspace System (NAS), management of civilian or military automated aviation, navigation, or other electronics systems, along with knowledge of some, or all, of the following:
ERAM, DSR, ERIDS, WARP, ADAS, ECG, EDDS, VSCS, VTABS and TBFM systems. Generally, experience at the next lower level of I/Level IV or equivalent, meets the minimum qualifications for this position as long as the experience provides the demonstrated abilities identified below:
