Serves as Aviation Safety Training Program Manager responsible for the direction and oversight of two contracts responsible for the flight currency and checking of FAA aviation safety inspectors and Aircraft Certification pilots who are enrolled in the agency's flight program. Oversees the contractor-operated pilot school and administrative contract for FAA aircraft, which operates in compliance with 14 CFR Part 91/135 or 141 as applicable. Monitors the contract activities for the aviation safety training mission. Ensures flight operations are conducted in accordance with the requirements of the contracts and in compliance with applicable statutes, regulations, and directives, agency policies, manuals, and technical documents. Audits instructor programs for turbo prop, light twin and rotorcraft refresher courses; pre-employment check pilot evaluations; formal course instruction; and event based currency (EBC) by providing performance oversight to contract EBC Instructor Pilots. Serves as course instructor for Turboprop refresher courses.Audits flight operations and mission standardization programs, and quality assurance activities. Creates and revises technical publications (e.g. aircraft checklists, pilot training programs, ground schools). Oversees aviation training device operations and reviews training courseware, and quality assurance programs in support of currency and proficiency services. Provides responsive and effective customer service, communication, decision-making, and team building in order to actively promote cooperation and teamwork. Manages budget and requests additional resources, as needed. Contributes to the budget planning process and projects short-term future needs. May be called upon to assist in the development of new policies and procedures.Managerial duties include; setting priorities, assigning tasks, approving leave and taking or recommending corrective/disciplinary action, as appropriate. Determines performance standards and evaluates work performance of employees. Ensures the qualification and currency of crewmembers (e.g. medical, evaluations, and training). Resolves team personnel complaints; recommends/approves expenses for overtime, equipment, and personnel within the facility. Identifies ways to improve production and increase the quality of work directed. Communicates and reinforces EEO policies and programs and ensures flight operations/staff employees are treated in a fair and equitable manner. Makes decisions on work problems presented by employees and/or managers.Typically applies advanced technical knowledge of flight instruction regulations, techniques, procedures, requirements, safety and the interrelatedness of these components in order to monitor, manage, and provide feedback to the contractor, contracting personnel, and training Aviation Safety customers and leaders concerning the following technical training components; (1) course curriculum and manuals; (2) aircraft and avionics equipment; (3) simulator training, platform certification, and subsequent aircraft specific training; and (4) professional instructor development, and additional feedback loop processes.Contacts are primarily within Flight Program Operations and the FAA/ATO with subordinates, peers, higher-level managers, and through frequent interaction with AVS customers, as well as other industry operators to garner training program best-practices, to discuss status of projects/programs, and to share information. In some areas, may also have frequent contact with customers to explain policies, procedures or for other project/program purposes.The incumbent shall maintain a Class I Medical Certificate; possess a U.S. Airline Transport Pilot Certificate; a Flight instructor certificate and must participate in the FAA Flight Program as an active pilot flight crewmember. Minimum eligibility requirements for positions in this occupation are based on possession of the appropriate Federal Aviation Administration (FAA) pilot certificates and/or appropriate military ratings, meeting the applicable flight hour requirements, and possession of the knowledge and skills required for the positions.Certificates and Ratings:
All applicants will possess an Airline Transport Pilot Certificate and possess an Flight Instructor Credential. In addition, all applicants must possess either a valid first or second-class medical certificate. Selected candidates must obtain a first class medical certificate prior to appointment. TOTAL FLIGHT TIME - 1500 Hours Flight time as a pilot in command or copilot in aircraft of any weight or category is creditable for this requirement. For inservice placement actions, up to one-fourth of the total flight hours may be waived for candidates who have demonstrated possession of the knowledge and skills needed to perform the work, provided:
1) applicant holds the required certificates and ratings; 2) applicant has acquired the pilot-in-command hours and flight hours in other categories essential to performance of the work; 3) applicant meets the requirements in terms of level and quality of experience; and 4) applicant's flying history indicates they are qualified for the position.PILOT-IN-COMMAND TIME - 250 Hours Only flight hours acquired as pilot-in-command are creditable.NIGHT FLYING TIME - 75 Hours For inservice placement actions, 25 hours may be waived if the applicant demonstrates the ability to perform the work.FLYING TIME, LAST 12 MONTHS - 100 Hours For inservice placement actions, up to one-half of the flight hours may be waived provided the applicants total background reflects the ability to perform the duties of the position safely. NOTE:
Flight time in a FAA approved level C or D full flight simulator is creditable towards meeting the recency of flight experience. If applicable, applicant must document time in the Airplane PIC or SIC blocks of the Total in Last 12 Months section of the FAA Form 3330-47-3. MULTIENGINE AIRPLANE TIME - 500 Hours Experience may have been in either light or heavy multi-engine airplanes.INSTRUMENT TIME - 75 Hours At least 10 of the required hours must have been logged in actual instrument weather. The balance may have been acquired in a flight simulator or as other types of instrument flight time; e.g., hood instrument.FLIGHT CHECK - A pre-employment flight test may be required, except for previous FG-2181, who have flown under Flight Program Operations Air Operator Certificate within the last 24 months.ANDTO QUALIFY AT THE FV-K (FG/GS 15) level, you must demonstrate in your application you possess at least one year of Specialized Experience equivalent to FV-J (FG/GS 14) level. Specialized Experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.Specialized experience may include but not limited to:
analyzing pilot skills and assessing suitability to hold a pilot certificate and/or credentials, managing a pilot training program and applying comprehensive technical knowledge of the aviation industry; general principles of aviation safety, statutes, regulations, directives and policies governing a flight program; directing the design, planning, and implementation of training program-based business strategies and goals; experience in organizing training and designing the educational curriculum in an aviation environment.ANDSELECTIVE PLACEMENT FACTOR:
Candidate must hold an airline transport pilot certificate AND a flight instructor certificate AND documented experience managing a training program regulated under 14 CFR parts 141 or 142.ANDQUALITY RANKING FACTOR:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
