Summary:
Reporting to the Executive Director of IT Project and Portfolio Management, the Director of Project Portfolios is responsible for the successful execution of key centralized project planning practices.
This position is also responsible for leading the establishment, management, and continual improvement of standards, processes, tools, and templates used for portfolio and project management.
Essential Duties and
Responsibilities:
Essential Performance Requirements Oversees the performance of the IT Project Portfolio Management (PPM) practice ensuring the organization has the right mix of services, tools, and resources to meet the desired outcomes at an appropriate level of investment Manages the project request intake, definition, and analysis process; confirming all requisite information is documented and projects are correctly categorized and classified for evaluation and prioritization Collaborates with program managers and functional leaders to review resource availability, technical and functional skill set requirements, and project capacity to identify a sourcing strategy for each approved project Facilitates the project portfolio review, evaluation, and prioritization process, via the project governance committee, to ensure IT is completing the projects that are of the highest value to the institution in line with its demand management, capacity management, and project prioritization practices Manages the project comissioning process ensuring the number of active projects aligns with the established project capacity and sourcing strategy and identifys which approved projects in the queue have dependencies and which are ready to be comissioned Oversees the project demand management practice ensuring the organization understands, anticipates, and influences customer demand for services Oversees the business analysis practice ensuring clearly defined organizational needs and identifies solutions Collaborates with project managers, sponsors, and project team members to carry out the project acceptance and review process, documents the final cost for the project, benefits realized, and lessons learned and presents findings to leadership and the project governance committee Establishes and tracks progress towards goals, key performance indicators, and critical success factors for all practices managed Establishes and maintains standards, tools, and templates for requirements gathering, active project status reports, risk alerts, and communications to leadership and ensures accurate and timely updates Facilitates the transition of project ownership to the program manager for project manager assignment, charter development, and project initiation General Supervision and Management Coordinates work and provides direction to project requestors, project sponsors, governance committee members, and practice contributors Provides leadership and supervision for assigned team members Mentors team members and provide guidance on best practices Service Excellence Participates on behalf of the College in external community organizations and associations Attends the workplace regularly, reports to work punctually, and follows a work schedule to keep up with the demands of the worksite Completes all required training and professional development sessions sponsored through the Tarrant County College (TCC) Supports the values of the College:

Required Education, Experience, Certifications, Licensures:
Bachelors degree Five (5) years working experience related to the Essential Performance Requirements Three (3) years experience supervising (e.
g.
, managing, evaluating the performance of others; leading projects or processes) Current Project or Program Manager certification, such as Project Management Professional (PMP), Program Management Professional (PgMP), Portfolio Management Professional (PfMP), Agile Certified Practitioner (ACP), Certified Scrum Master (CSM), Project+, Continuing Professional Development (CPD), Professional in Project Management (PPM), PRINCE2, Management of Portfolios (MoP), or Managing Successful Programmes (MSP) Desired Education, Experience, Certifications, Licensures:
Masters degree Experience managing an IT project portfolio using a PPM solution Experience working in higher education Current Information Technology Infrastructure Library (ITIL) 4 certification Knowledge, Skills and Ability:
Knowledge of various project management frameworks Knowledge of financial metrics, budgeting, and cost management techniques Knowledge of risk assessment techniques and mitigation strategies Knowledge of Key Performance Indicators (KPIs) and how to measure and report them Knowledge of industry-specific regulations, standards, and best practices Knowledge of how projects align with organizational goals and objectives Knowledge of relevant laws, regulations, and internal policies Skilled in using data analysis tools such as Excel, Tableau, or specialized project portfolio management software Skilled in using project management software, such as MS Project Skilled in oral, electronic, and written communications for reporting, documentation, and stakeholder engagement Ability to collect and analyze data, and provide sound recommendations based on policy, procedure, practice, and existing regulations in a timely manner Ability to identify issues and develop solutions in a timely manner Ability to think critically to effectively solve and communicate problems in a fast-paced environment where the demands for work are varied, and unpredictable in scope and volume Ability to collaborate and build relationships with team members and stakeholders Ability to negotiate resources, timelines, and scope Ability to quickly absorb new information and apply it effectively Ability to align detailed tasks with bigger-picture objectives Ability to organize tasks, timelines, and resources efficiently Ability to inspire and guide teams toward common goals Ability to delegate work appropriately to faculty and staff to meet College and campus deliverables Accommodations:
