F005873 Position Status Full Time Assignment Length This field only applies to Faculty Grant Funded No Category Cabinet Class Code Starting Pay Commensurate with education and experience Location District Department DT Chancellors Office Job Summary The General Counsel is the chief legal officer of the college, providing legal guidance, overseeing various departments, and ensuring compliance with legal standards and regulations.
Reporting directly to the Chancellor and maintaining a dotted line relationship with the Board of Trustees, this role is responsible for a broad spectrum of legal, administrative, and oversight functions, including managing the Associate General Counsel, Internal Auditor, and Public Information Officer.
Primary Duties and Responsibilities Essential Performance Requirements Legal Guidance:
Provide comprehensive legal advice to the Chancellor, Board of Trustees, and administrative departments, including Human Resources.
Office Management:
Oversee the General Counsel's Office, ensuring effective operation and management of the Associate General Counsel, Internal Auditor, and Public Information Officer.
Litigation and Investigations:
Direct litigation strategies and manage internal investigations, liaising with outside counsel as necessary.
Human Resources Collaboration:
Collaborate with the Chief Human Resources Officer on employment-related legal matters, including policy development, internal investigations, and grievance hearings.
Policy Development and Compliance:
Lead the development and enforcement of college policies, ensuring adherence to legal and regulatory standards.
Legal Staff Supervision:
Supervise legal staff with a focus on contract review, real estate law, and diverse legal issues.
Risk Management and Training:
Identify legal risks and develop mitigation strategies; provide legal training and updates on best practices.
Legal Analysis:
Conduct thorough legal analysis, problem-solving, and needs assessment within the scope of college policies and objectives.
Policy Recommendations:
Make informed recommendations affecting college policies and practices.
Specialized Legal Support:
Manage legal support on employment matters, Title IX, student discipline, public information, open meetings, taxation, public finance, and the administration of elections.
Administrative Oversight:
Provide administrative oversight of the Internal Auditing Department.
Service Excellence Participates on behalf of the College in external community organizations and associations as needed to directly support essential performance requirements achievement Attends the workplace regularly, reports to work punctually, and follows a work schedule to keep up with the demands of the worksite Completes all required training and professional development sessions sponsored through the Tarrant County College (TCC) Institute Supports the values of the College:

Required Minimum Qualifications Juris Doctorate Ten (10) years of experience with an entity which provides legal services for governmental entities or equivalent experience At least Five (5) years of leadership and management experience in a large organization Licensed to practice law in the State of Texas Preferred Qualifications Higher Education
Experience:
Direct experience in a higher education setting, with familiarity with Tarrant County College's policies and procedures.
Advanced Legal Expertise:
Extensive experience with Title IX, ADA, FMLA, and other EEO laws, especially in the context of a higher education institution.
Labor and Employment Law:
Demonstrated expertise in labor and employment law, including experience in handling complex legal issues and disputes.
Contract and Real Estate Law:
Proficient in contract and real estate law, with a history of managing related legal matters effectively.
Governmental Law:
Proficient in public information, open meetings, taxation, election administration, redistricting, public finance, and intergovernmental relations, with a history of managing related legal matter effectively.
Litigation
Experience:
Proven track record in litigation, particularly in employment, real estate, and contract matters.
Strategic Leadership:
Demonstrated ability to lead a legal team and manage a diverse range of legal issues.
